[edit] Usage of the test criteria

Any editors could use the page data for their own test or any means except for those prescribed by the laws of the editor country.

[edit] Explanation of the grading system

Level 1-Weak Support-The editor could be one whom does have potential to be a good administrator after slight work and I am sure that he/she would be a good admin after some time.
Level 2-Support-He/she is a admin that wikipedia need and his/her potential would be great.
Level 3-Strong support-The admin would be a jewel for wikipedia and it is a great editor.
An editor whom passed the criteria on a particular level would then proceed to the next level and the level of support would be indicated in my support in the RfA nomination.
