This is a screenshot of the PureBasic Visual Designer, which is a FREE (not commercial) unsupported application created by PureBasic team member Berikco for the benefit of PureBasic users. There is NO license in the distribution file for this app (available from http://www.purebasic.fr/english/viewtopic.php?t=24133) and Berikco had previously publicly stated it to be a FREE app (as of September 2007) in this official PureBasic forums post (which has since been removed for unknown reasons): http://www.purebasic.fr/english/viewtopic.php?t=28811
