For the same reasons why there were a few years in which the Pulitzer Prize for Fiction or Pulitzer Prize for Drama was not awarded; sometimes the jury's choice is overruled by the Pulitzer Board, and when the jury opposes the choice, it's like a hung jury coming to no decision -- no award is given. There generally needs to be some kind of a consensus, and although the jury has the ability to nominate, or recommend a winner, the Board has the ultimate decision.
