[edit] Info box with US Seal on pending bills

I don't think pending legislation should be using templates that always include the US Seal on them. That should be reserved for laws that have been passed. Either this should use a template that doesn't include the seal in it or the info found in this template should be turned into a legislative histroy section. Jon 18:14, 3 October 2007 (UTC)
