According to their website FAQ, PublicGyan is a virtual prediction market utilizing the power of market forces to aggregate information from different individuals to create a more accurate prediction of events.

Members (currently by invitation only) are given virtual currency called "Moolers" to invest in predicting events. Predictions that eventually occur result in a certain return on Mooler investment.
