Added link to CPSC, previous link was to a site which was not particularly useful or easy to navigate and full of sponsored links to businesses with recalled items via google adwords.

Does anyone know if a procedure like this is actually used to determine whether to recall a product? Which profession would be used to make such a decision (e.g. an actuary?). If this sort of thing is the case, I think a new section should be made for the article.
