Project MoDEL is the a project run in partnership between Defence Estates (MoD) and VSM etates, a joint venture between VINCI PLC and St Modwen Properties. The project will be the sale and development of existing MOD London properties to provide additional housing in London. All existing Royal Air Force (RAF) activity will be relocated to RAF Northolt along with the offices of the British Forces Post Office (BFPO). New accommodation will be build via a Prime Plus Contract (PPC), which is based on the old PFI initiative, whereby the contractor builds the project but then are contracting to maintain it. Similar to the way in which the UK Government has built new hospitals but it is important to remember the contractor still owns the building!
