Please read the instructions at Wikipedia:Non-free content carefully, then go to the image description page and clarify why you think the image qualifies for fair use. Using one of the templates at Wikipedia:Fair use rationale guideline is an easy way to ensure that your image is in compliance with Wikipedia policy, but remember that you must complete the template. Do not simply insert a blank template on an image page.

Ok, as I understand it (and correct me if I'm wrong), what was uploaded was a low-res magazine cover for illustrative purposes on the article about the magazine? That should be fine (sometimes our fair use policing gets a bit overexcited).
Just upload the image again and template it as
This image is of a magazine cover, and the copyright for it is most likely owned by either the publisher of the magazine or the individual contributors who worked on the cover depicted. It is believed that the use of low-resolution images of magazine covers
on the English-language Wikipedia, hosted on servers in the United States by the non-profit Wikimedia Foundation, qualifies as fair use under United States copyright law. Any other uses of this image, on Wikipedia or elsewhere, may be copyright infringement. See Wikipedia:Non-free content for more information. To the uploader: please add a detailed fair use rationale for each use as well as the source of the work and copyright information. |
for now, explicitly identifying the source of the image, and the statements that it is used to identify the publication, along with a statement of the article that it is to be used in. Then promptly insert it into the relevant article so it isn't flagged as "orphaned non-free image". That should be enough. The matter of regular updating the cover would be more complicated and I'll need to investigate that. I suspect that would require regular updates of low-res properly GFDLed covers but I'm not sure.
