This page lists Gerard Luz James II as the current lt. governor, but he is no longer serving in that capacity. The lt. governor right now is Vargrave Richards.

Notes/sources for recent edit: (1) Richards became the Lt. Governor in Jan 2003 (Turnbull's second term), not 1999; I think the exact date was Jan 6 or Jan 7. (2) Party leaders are taken from the CIA World Factbook; I'm not entirely sure if they are current.
