I'm thinking that this article could do with some history. Where did these programs start? And how successful have they actually been in communities? These type of programs (i.e.- D.A.R.E.) sometimes propogandized when they really aren't doing as good as they're supposed to. So, I'd be interested to see more about how well they're doing.

This really seems like more of a pamphlet distributed by PAL than anything else. It doesn't seem to be overly objective. "... the cost to taxpayers is small while the returns are great". What are the numbers? What percentage goes to the actual program? Do they have any numbers to back up their claims?
