Policy memo

A policy memo is a brief (2-3 pages) memo targeted to a specific audience, usually policy makers, advocating a policy with just sufficient analysis of alternatives regarding a current policy debate. The purpose of a policy memo is to convince the audience of the importance of the problem and the need to adopt the recommended course of action.
