Transcription:
"Bekanntmachung — Der am 11. August 1942 vom Volksgerichtshof wegen Vorbereitung zum Hochverrat und landesverräterischer Feindbegünstigung zum Tode und zum dauernden Verlust der bürgerlichen Ehrenrechte verurteilte 17 Jahre alte Helmuth Hübener aus Hamburg ist heute hingerichtet worden. Berlin, den 27. Oktober 1942. — Der Oberreichsanwalt beim Volksgerichtshof."
Translation:
"Proclamation — The 17-year-old Helmuth Hübener from Hamburg, sentenced on 11 August 1942 by the People's Court to death and lasting loss of civil rights for conspiracy to commit high treason and treasonous promotion of the enemy, was executed today. Berlin 27 October 1942. — The Chief Reich Lawyer at the People's Court."
Regarding copyright:
Article 5 of Germany's Urheberrechtsgesetz (Copyright Law) says:

...and this is a "notice" from the German Government.
