PS files with embedded PK fonts (which are generated using dvips), when converted to PDF files, face a substantial loss of quality. This is due to the bitmapped fonts. To remedy this, one can use pkfix, if the sources DVI or \mathsf{T\!_{\displaystyle E} \! X} (TeX) files are unavailable.

pkfix is a Perl script which searches the PS file for comments on PK fonts (introduced by not too old dvips versions), and replaces the used PK fonts by the Type 1 ones.
