Phulbari is located at . It has 25236 units of house hold and total area 163.63 km².

As of 1991 Bangladesh census[1], Phulbari has a population of 129668. Males constitute are 50.49% of the population, and females 49.51%. This Upazila's eighteen up population is 62699. Phulbari has an average literacy rate of 24% (7+ years), and the national average of 32.4% literate. [2]
