Phulbari (Bengali: ফুলবাড়ী) is an Upazila of Dinajpur District in the Division of Rajshahi, Bangladesh.

Phulbari is located at 25.5167° N 88.8833° E . It has 24816 units of house hold and total area 229.55 km².

As of 1991 Bangladesh census^[1], Phulbari has a population of 129435. Males constitute are 51.51% of the population, and females 48.49%. This Upazila's eighteen up population is 67837. Phulbari has an average literacy rate of 31.7% (7+ years), and the national average of 32.4% literate. ^[2]
