Phoebe Russell is a fictional characters in the American television program Charmed.

Phoebe Russel was born as a good witch in the Warren family. She worked in a bar of her cousin Piper Baxter. Phoebe sold love potions and magical amulets. She also foretold the future with the Taro cards using her premonition. But one day she fell in love with immortal warlock Anton. He gave her the potion maximazing her Pyrokinesis. Anton also gave Phoebe the amulet protecting her from good witches` powers. They decided to kill Baxter and Bowen. They used their plan. But soon Anton was gone and Phoebe was killed and vanquished. Because of this curse Russel's next lives will die at one and the same day, February, 17.

Phoebe possesses Fire. She is therefore pyrokinetic and thermokinetic.

Phoebe's power over fire allows her to produce and generate fire, she is also able to create immense blazes and aggressive flames. She can also absorb and extinguish fire, as she did when she put out fire from a burning log. Phoebe can also absorb and release heat waves, increasing or decreasing the temperature of things and people. Russel's temper increases her power.

Russel also has the power of premonition. She triggers this power when she touches or is in presence of something that has to do with what her premonition is about.
