This seems to be an old picture than may be in the public domain. It's authors are in dispute; the source implies that it was made by the Chinese. If this is the case, the work is in the public domain. If not, it's at least fair use to illustrate the article Red Swastika Society, as no other equivalent is readily available and it illustrates the activities of the society during the time of the Nanking Massacre
