I changed the format of this article's headlines to match other articles, and believe it or not,only then did I notice that this is really only a draft article. A lot of these things are just notes. [edit] Big Differences!

I notice in following the links that many city's Percent for Art programs are clear and easy to understand. But has anybody noticed that the city of Chicago's Percent for Art program is opaque, secretive, and difficult to navigate? What gives? Artemis-Arethusa 12:48, 10 June 2007 (UTC)
