Permission is not required for much of anything on Wikipedia. Big changes to an existing article are usually best discussed on talk page first, especially deletions, not because they are irreversible, but because you can get a bad Wikipedia reputation. In-text internal links that don't change the sense of the text are fine, even if there is some rewording, but you can keep all existing wording and have a link to your page. "See also" internal links are also rarely challenged. What you are looking to do seems well within bounds. DCDuring 17:38, 15 October 2007 (UTC)
