The image linked here is claimed by Wikipedia editor DCGeist to be used under fair use as:

it is a widely published news photograph of a historically significant sports event—the most recent of the three most famous "unofficial perfect games" in Major League Baseball history;
it is of much lower resolution than the original (copies made from it will be of very inferior quality);
the photo is being used only for informational purposes; and
its inclusion adds significantly to the article because it represents the executor of one of the most famous of all unofficial perfect games.
