Template talk:PD-MIGov

This template currently appears to be used only on Image:Genesee County Michigan.jpg. On the website mentioned in the image description, http://michigan.gov/corrections, the state claims "Copyright © 2001-2005 State of Michigan". I am wondering, therefore, what is the basis for saying that works of the State of Michigan are public domain, given that Wikipedia:Public domain#Governmental Works says:

"State governments usually do retain a copyright on their works. (In fact, only the state of California routinely places most of its works into the public domain. See {{PD-CAGov}}.)")

I am also unconvinced because this template was, until earlier this evening, a redirect to {{No license}}.[1]appears and now appears to be a copy&paste of {{PD-NCGov}} with references to North Carolina replaced with Michigan. -- AJR | Talk 19:18, 27 January 2006 (UTC)
