[edit] Panchayat - South Asian or Indian?

Hello. The first line of the lead mentions that this is a form of governance found in South Asia. However, I doubt if any country other than India uses it (or has ever used it). The entire article then goes on to talk about the panchayat in terms of village governance only in India. Why so? I recommend the inclusion of references to verify that it indeed is a form of government for several south Asian countries.
