The image is not POV - it depicts the situation as it exists in reality. Roughly speaking, Wikipedia is not a propoganda vechicle for the Indians or the Pakistanis. We're free to show the truth of where the border is, without mentioninging what the countries would like it to be. To choose one claim or the other would be POV - but to say Here's the border, where it is is true and NPOV. Maps don't need to denote boundry disputes - lines of control are perfect NPOV.
