"Outwith" is Scots or Scottish English, used wherever the speakers may be in the World. They really mean outside, beyond or similar, centuries ago "without" was often used especially in England to designate a church outside a city wall, eg. The "Church of St. Buttolph without Bishopsgate", in London.
