I believe that this image is fair use, as:

1. The image is of much lower resolution than the original (copies made from it will be of very inferior quality).
2. It does not limit the copyright owner's rights to sell or market the work in any way.
3. It is solely being used for informational purposes.

Though this image is subject to copyright, I feel its use is covered by the U.S. fair use laws because:

1. avex has released cover images into the public domain, and a replacement image could not be created that would adequately provide the same information.
2. It is a low resolution screenshot of a single cover.
3. It does not limit the copyright owner's rights to sell the single in any way.
