This template should not be substituted but should always be transcluded.

issue: Please give a specific explanation.

otrs: Please insert OTRS ticket number here. The template will automatically link it to the OTRS system.

discuss: Setting this equal to no will suppress the "Please discuss" message. Any other value, including leaving the tag out, will display the "Please discuss" message.
