London, 1851: while visiting the Great Exhibition, the Eighth Doctor, Charley and C'rizz are separated from the TARDIS and each other. While an assassination plot threatens to foment revolution and set up a republic, the travellers must reunite or be stranded forever.

- Francesa Hunt is the sister of India Fisher, and the part of Georgina Marlow was created especially for her when Fisher indicated that Hunt wanted to act in a Doctor Who play.
- Ron Moody was offered the role of the Third Doctor following Patrick Troughton's departure from the series in 1969 but declined.
