I am not sure it is appropriate to list those who have "won" the Order with Collar. It is common practice in European countries for heads of state to exchange Orders. For example Queen Elizabeth tends to make most European Presidents a Grand Cross of the Order of the Bath. Dowew 04:55, 7 October 2006 (UTC)
