I don't think Orange was incorperated into the United Provinces, which was a republic; I think the princes of Orange (par hasard being influential figures in the Republic) exercised souvereignty over Orange (they had no souvereignty over the Republic, ofcourse.) It is true that Orange was a safe haven for protestants, but this was more a result of the "the religion of the prince is the religion of the land" principal.
