Seems somewhere between baseless and obvious. (Take your pick)

But also true (sabotage of major target, probably mining of waters). Take a look at [1]: Attorney General (and JFK's brother) agreeing "there should be considerably more sabotage". See also November 8 in [2], blowing up of a factory. Not the US's finest moment.
