This image falls under fair use because:

  1. The image illustrates an educational article about the entity that the image represents.
  2. The image depicts the main members of the group depicted at a particular time.
  3. The image is a low resolution image, and thus not suitable for production of counterfeit goods.
  4. The image is not used in a manner that is likely to replace the original market role of the original copyrighted media
  5. The image is not replaceable with an uncopyrighted or freely copyrighted image of comparable educational value, nor could one be created because this picture was taken in the 1980's and can never be reproduced.
  6. The image is not used in such a way that a reader would be confused into believing that the article is written or authorized by the owner of the image.
