This image is not properly licenced nor it is properly explained. There's no even basic information.
The uploader in question is deliberatly avoiding the following Wikipedia rules:

Their origin must be properly referenced. In the case of an image not directly attributed to its creator (e.g. in the case of reproduction of ancient artwork or artefacts), it is not sufficient to merely indicate the image's immediate source (such as an URL), but the identity of the image's content (author, manuscript, museum id) must be given (see also Wikipedia:Reliable sources). Images that aren't properly identified (e.g. images with descriptions such as "a cuneiform tablet", "a medieval manuscript" etc.) are unencyclopedic and hence not useful for Wikipedia.

2. Always specify on the description page where the image came from, such as a URL, or a name/alias and method of contact for the photographer.

Before you upload an image, make sure that either:

  • You own the rights to the image (usually meaning that you created the image yourself).
  • You can prove that the copyright holder has licensed the image under a free license.
  • You 'can prove that the image is in the public domain.
  • You believe, and state, a fair use rationale for the specific use of the image that you intend.

Incudes some flag-specific tags as this particular image is not an artistic painting or anything similar, but it is a HISTORICAL FLAG.
Also, not even a fair use rationale was provided.

An attempt for normal discussion with other editors on these matters has been ignored and I think that Wikipedia administrators should do something about this image. Rules for all- or rules for no one.--Vbb-sk-mk 23:23, 16 October 2006 (UTC)

Yes, the rationale for the image is currently inadequate. This is a pain; but let's not go too far with lots of capital letters about how iniquitous this is. I have put up a slightly less hysterical section heading, in the interests of keeping this a bit calmer. The whole image issue has somewhat blown up in recent months, and people are rushing around all over the place deleting images and writing rationales and arguing about non-free content policy. It's a mess. I've been burned with this recently myself.
The image has been in place for a long time, back when the rules were a bit more lax. Let's assume a bit of good faith here!
The redder image does seem better. There seems to be a fair bit of text about it at the promacedonia site.[1] Can someone give a translation please?
Знаме на въстаниците от Охрид. /79/ Направено е от двоен червен копринен плат с размери 94x78 см. От трите страни е заобиколено с ресни, които завършват с пайети. На лицевата му страна е извезан изправен коронован лъв, който тъпче полумесеца. Около него в кръг е изписано „Съ нами Богъ. Напред, момчета! Победата е наша. Охридъ, 1903 г." Вляво и вдясно от лъва е извезан с тартър Ботевият стих „Тозъ, който падне в бой за свобода, той не умира; него жалеят земя и небо, звяр и природа и певци пвсни за него пеятъ".

На обратната страна на плата е извезана фигурата на чернокоса млада жена, държаща в дясната си ръка меч, а в лявата трицветното знаме с девиза „Свобода или смърть". До нея — изправен лъв, стъпил върху знамето на врага. В краката на жената — строшени робски окови и алебарди. Около тази композиция е извезан надписът „Македония, II-ий окръгъ, VI-та околия". Знамето е изработено от охридските учителки Поликсена Мосинова, Василка Рамзова, Клия Самарджиева и Костадинка Бояджиева. /80/ Осветено е от поп Васил Попангелов, деец и организатор на въстанието в с. Долна Дебърца, пред около 600 души четници и селяни на 23 юли 1903 г. в местността Вишеслоец близо до с. Куратица, Охридско. Участват четите от Куратица, Брежани, Плаке и Олейница. Ритуалът завършва, като всички чети преминават под знамето със свалени шапки и го целуват. /81/ Накрая произнасят реч Христо Узунов — районен горски началник, и членът на горското началство Антон Кецкаров. Знамето е връчено на Узунов и с него районната чета действа в Охридско, Дебърско и Стружко. /82/ От 1946 г. знамето се пази във Фонда на НВИМ.
Flag of the insurgents from Ohrid /79/ Made from double red silk fabric with dimensions 94x78 cm. Face side shows upright crowned lion stepping upon a crescent. Around him it is written [In Bulgarian]: "God is with us. Forward, brothers! The victory is ours. Ohrid, 1903." Left and Right of the lion shown are lyrics from Hristo Botev. On the back side of the fabric the is a figure of dark haired young woman holding a sword in her right hand and the tri-color with a slogan "Freedom or Death". Next to her: lion standing on the enemy's flag. The woman is stepping on broken slave chains and battle axes. On the side there is the sign: "Macedonia, 2nd region, area 6". The flag was made by Ohrid teachers Polyxena Mosinova, Vasilka Razmova, Klia Samadzhieva and Kostadina Bojadvieva /80/. It is blessed by father Vasil Popangelov, organizer of the uprising in Dolna Deburca, in front of 600 insurgents and peasants on 23 July 1903 in Visloec, Ohrid region. There are insurgents present from Kuratitza, Brezhani, Plake and Oleinitza. The ritual is concluded when insurgents go under the flag hats down and kiss it. In the end of the ceremony Hristo Uzunov and Anton Keckarov hold speeches. The flag is given to Uzunov and he leads his squad in the Ohrid, Debar and Struga regions. Since 1946 the flag is kept in the Musem of Military History in Sofia
