[edit] "How to" material needs some work
Much of this article sounds like a "how to" narrative. This will have to be edited to make it encyclopedic. Also remove repeated references to "you" and replace with phrases such as "the taxpayer." Check external links for compliance with Wikipedia rules. Famspear 06:19, 2 December 2007 (UTC)
