It is believed that the use of this image in the anti-nuclear movement article, and that article only, fits the criteria for fair-use because

  1. As a logo, image is inherently non-replaceable, no matter how it's created, copyright for the image itself exists.
  2. The use of this low-resolution version will not hurt the copyright owners ability to sell things. Of any sort.
  3. Image is necessary for the article, since it is one of the most prominent images representing the movement and only a sub-standard discussion about the symbols of the movement can be had without actually presenting them.
