Created. They are mentioned briefly by Ptolemy, and nowhere else, so there isn't enough information to justify two articles; they're both placed in Galloway, so a single article seemed the 'least bad' way to go. Replaced the existing stub articles of Novantae and Selgovae with redirects to here; neither of those articles had a talk page.
In-line citations seem to be a non-issue here: the one and only reference to these peoples is Ptolemy, and the reference is short, consisting of a snapshot in time from about 140 AD, with nothing before or after. Everything else is suppositions and conjectures and speculations by others.
