Presumably leading the negotiations that led to the withdrawal from the Federation & Jamaican independence were the main reasons, but he was a Chief Minister/Premier, if not a Prime Minister (his son would take up that baton). He also has personal distinction in combat (MM) and in civil life (QC) and a long record of working for the political autonomy of Jamaica from Britain, ultimately resulting in a successful move to political independence.
What was his War Service? What Regiment and battalion? Where and when did he serve? When was he awarded the MM? A copy of the citation would be good (and London Gazette reference).
