Norio Kudo (工藤紀夫 Kudō Norio?, born August 2, 1940) is a professional Go player.

Kudo turned professional in 1955 and was promoted to 9 dan in 1976. He didn't win many tournaments, but he was known for helping many people with Go. If they were just starting to learn, or were about to turn 1 dan, Kudo was there to help. He succeeded the late Kato Masao as president of the International Go Federation in 2005.
