Originally designed by Edward Cattoni and accepted as the final candidate for the new state's flag by the North Queensland Party at a meeting on 16 October, 1994.

The author (Edward Cattoni) states that "The flag is still in use for this worthy cause."[2] but does not clarify the extend of copyright. Fairuse is inferred because this flag "officially" represents the State of North Queensland movement.
