   # The image is used as the primary means of visual identification of the article topic.
   # The topic in question is a government entity, and thus it's emblem is freely used.
   # It was obtained from a French governmental report https://pastel.diplomatie.gouv.fr/editorial/mae/freres-armes/241/1311.html, the content of which is frequently reproduced under fair use, and for which the logo was given no copyright credit.
   # It is a low resolution image, and thus not suitable for production of counterfeit goods.
   # The logo is not used in such a way that a reader would be confused into believing that the article is written or authorized by the owner of the logo.
   # It is not replaceable with an uncopyrighted or freely copyrighted image of comparable educational value.
   # It is only used in Military of Niger, for which it is the prime means of identification, and where similar Wikipedia articles (militaries of other nations) use similar logos under fair-use.
