[edit] Downgrade from limited access?

The article states definitively that 198 is being downgraded from a limited-access highway, but the link provided seems to be to a study. Should the article's statement be so firm or should it merely indicate that the change is under consideration? --Jfruh (talk) 14:56, 27 March 2007 (UTC)
