Rationale: The cover has become iconic because it was widely accused of being an example of antisemitism, and in particular of the concept of new antisemitism. This allegation has been made by a number of serious writers, and was mentioned during the 2006 British all-parliamentary enquiry into antisemitism. The cover has, in itself, no commercial value that would be affected by our use of the image; it is being used in articles about the magazine and the antisemitism row; and there is no way to obtain a free license for it.
