This line is bogus I think. Plenty of teams have exceeded the salary cap further through trades. 24.151.131.65 07:58, 23 August 2006 (UTC)

I revamped the line, more because of its tone than its content, though. Teams previously below the cap can't go over because of trades, and teams already over have to almost-match incoming with outgoing salaries, which slows the rate at which their payroll can rise above the cap.

(From Larry Coon) I did some fixing of the trade rules and BYC, which were incorrect. I also did some clean-up of the bi-annual exception, since it didn't make sense to title it after what it used to be called. This entire article needs a lot more work, and I'll see if I can get to it when I get some free time. I'd encourage anybody who wants to edit this page to at least send me an e-mail to check facts.
