Though the picture is subject to copyright I (David A) feel it is covered by the U.S. fair use laws because:

• It is a low resolution scan of a comic (specifically, manga) panel;
• It does not limit the copyright owner's rights to sell the original manga or any adaptations thereof in any way;
• The comic panel is only being used for informational purposes;
• It illustrates a character of the manga series in question and aids in commentary on the plot.
