A Narrenfreiheit (German for Fool's Freedom) - I.E The ability of a jester to talk freely for nothing he says seems to matter.

The term comes from German.

The word is normally used in description of post-totalitarian societies. Its meaning is that freedom of speech in such societies does not immediately bring economical or political liberty.
