1. This photograph is historically important (the signing of a peace deal) and cannot be reproduced by any other means.
2. It image is a of a very low resolution, thus not affecting the value of the original work in any significant way.
3. The image is important to the article Yoweri Museveni, accompanying a detailed discussion of the negotiation of the relevant peace accords and the reasons for the breakdown of a ceasefire.
4. This image does not limit the copyright owners' rights to distribute the original image in any way.
