a generally accepted suggestion is that it refers to the experience of being a fledgling band in an unappreciative community, having to play so-called "toilet venues". Although it's in the same vein as the immediately preceding citation, the citation does not mention relegation to "toilet venues" or an "unappreciative community", only one that "that didn't have anything to offer" to Muse.
