The International Observatory for the Protection of Cultural and Environmental Patrimony in Areas of Crisis of ISFORM[1] is an international organization of professionals about protection, conservation and valorization of cultural patrimony in areas of crisis (Earthquakes, Wars, etc.). Created in 1997 by prof. Fabio Maniscalco, the International Observatory is a non-governmental organization and is financed by the Italian "Istituto per la Sviluppo, la Formazione e la Ricerca nel Mediterraneo (ISFORM) [2]. The aims of the Observatory are: 1)to strengthen the local authorities, as well as the various Ministries, competent social services or the Italian Armed Forces, outside of the Country, monitoring the objects of cultural heritage of the Nations in crisis, with drawings and photos; 2) to publish the analysis of the problems and damages of the national and international cultural heritage; 3)to create a database, (with its own web site, which can be visited from all over the world ), dealing with the situation of the cultural heritage in the examined Countries; 4)to publish periodicals concerning this topic; 5)to make the press and the public opinion more sensitive in regard to the problems of the cultural heritage in nations at war, promoting conferences, meetings and other forums; 6)to cooperate with organizations, governmental and non-governmental, universities and various private or public associations at their request; 7)to organize courses on International Human Rights and on the protection of cultural heritage in critical areas.
The Observatory has accumulated a large amount of data (photos, video tapes and index cards to catalogue) regarding the damages produced by the recent war to the artistic heritage of Bosnia, Albany, Kosovo, Palestine, Iraq and Afghanistan.
The Observatory has promoted 4 videoreportages: -“ Sarajevo. Artistic lost itineraries” -“Fragments of corrupted history. The treasure of Albany”. - "Ius Praedae. Protection of Cultural Heritage in war". - "Kosovo and Metohija 1998-2000. Preliminary report on cultural Heritage"
The Observatory realizes the international, scientific and monographic collection Mediterraneum.Protection and valorization of cultural property [3], edited by Fabio Maniscalco, and the academic journal Web Journal on Cultural Patrimony [4], directed by Fabio Maniscalco.
Scientific addresses of the International Observatory are the Headmaster’s Office of the Facoltà di Studi Arabo-Islamici e del Mediterraneo of University of Naples L'Orientale and the Institute of Islamic Archaeology of Al Quds University of Jerusalem.
