i understand that it is legitimate under fair use policy to use a stamp/seal for identification purposes. the image is a low resolution photograph of a unique mould (or perhaps even an artifact) of the seal which is significantly dissimilar to the alternative of it available under GFDL in the commons (which is more of an imprint). it is identified and discussed in Muhammad as a diplomat, and due to this as well as the aforementioned factor i believe it qualifies under fair use.
