This image was obviously created for/owner by the College itself. If that is not obvious enough to you (i.e. the people tag these images blindly), get help!
The fair use rationale is, again, obvious: it is being used to represent the university in its own article and in no other place. It is low resolution and a free version is impossible to create. There is no additional reasoning necessary.
