Mouvement Revolutionnaire National pour le Developpement became the single party created by the second Rwandan President in 1973. This party was banned after the defeat of Rwandese Gendamerie Forces by the then highly organized RPF in the Civil war of 1904. It is believed that MRND leaders encouraged the mass killing of 800,000 Tutsi and moderate Hutu.^{[citation needed]}
